Automotive Repair Fraud!

I can’t believe how the automotive repair industry gets away with this stuff! There just must be some way to keep these repair places from garnering extra business by lying to their customers.
I’m not even talking about those grossly negligent examples, like they’ve featured on 20/20; I’m talking about the little nickel and dime stuff. Are private people able to use nanny cams or something under their hood to catch this stuff?
Every time I go to get my oil changed, by air filter needs changing. They always bring dirty one to me, but I think they just have a stock of dirty filters back there! A nice hidden camera, or even just cctv fed back into the waiting room would keep them honest. Another example is that the same garage said we needed the same work on two different cars; the visits were separated by about three months. Can both cars’ oil pan gaskets be leaking when there’s not evidence on my driveway? That’s just too coincidental.
Seriously, does anyone know if I can mount a spycam under my hood? Or is there a better place to mount one? And is it legal to do something like that?
